Project Aims
- To identify the implications of demographic change and ageing for workforce development and planning in Australia.
- To identify national and international best practice approaches to workforce development and planning.
- To develop a conceptual framework and model to inform workforce development and planning in the context of demographic change and ageing.
- To demonstrate and evaluate the utility of the conceptual framework and models through case studies in the public and private sectors in South Australia and nationally.
- To better inform policy makers in the areas of workforce development and planning.
- To build a nationally and internationally significant workforce development research and research training capacity to support the public and the private sectors.
Methodology
The project involves the following stages:
Literature review
A detailed comparative review of contemporary workforce development literature in Australia and overseas will be undertaken to inform the development of a conceptual framework for workforce development. Particular attention will be focused on the inter-relationship between workforce development and demographic change and ageing. Best practice concepts, principles and methods will be identified.
Development of conceptual framework
A discussion paper on conceptual approaches to workforce development will be prepared by the researchers for discussion with key public sector and private sector focus groups. The focus groups will be convened to provide feedback on the extent to which the issues of concern to stakeholders have been included in the framework.
Review of workforce planning models
A review of national and overseas workforce planning models will be undertaken to inform workforce development and planning in the Australian context. The review will pay particular attention to the capacity of existing models to take account of demographic change and ageing on workforce supply and demand, including the generation of occupational supply and demand projections, and retirement and replacement rates.
Development of sectoral and workplace planning instruments
This stage will review sectoral and workplace planning instruments such as surveys which seek to address the methodological limitations associated with economy wide occupational supply and demand forecasting models.
Case study applications of conceptual framework and workforce planning instruments
Case studies reviewing the application of workforce planning instruments in selected workplaces in the public and private sectors will be undertaken.
